Envelope & Energy Grant Project
This program was developed after recurring issues were identified through the county’s Healthy Housing Network assessments, many of which pointed to problems with building envelopes and energy performance. Recognizing these challenges, the HRA and its partners worked together to create a coordinated program that helps income-qualified residents complete critical efficiency improvements.
Assisted & Elder Housing Initiative
The Assisted & Elder Housing Initiative responds to the increasing demand for housing options that meet the needs of older adults, including assisted living, cooperative housing, and accessible, age-friendly designs. Through collaboration with residents, local partners, and housing professionals, the initiative works to develop solutions that help seniors remain in Cook County while maintaining independence, safety, and quality of life.
Countywide Housing Plan
The Countywide Housing Plan provides a strategic framework for examining Cook County’s housing landscape and responding to both current and future needs. It assesses existing housing conditions, highlights shortages in supply and affordability, and recommends policies and approaches that support residents across all life stages, incomes, and household sizes.
Gunflint Vue Multifamily Project
Gunflint Vue, located at 861 5th Avenue West in Grand Marais, is a 51-unit multifamily development that offers a mix of income-qualified and market-rate housing. Designed for year-round residents, seasonal workers, and families, the community combines modern amenities, energy-efficient construction, and close access to Cook County’s natural surroundings to provide a distinctive North Shore living option.
Local Housing Trust Fund
The Local Housing Trust Fund serves as an important resource for advancing safe and attainable housing throughout Cook County. Created by the Cook County Housing and Redevelopment Authority, the fund offers flexible local financing to support new housing development, preservation, and rehabilitation for households across a range of income levels. By sustaining this funding source, the HRA can better address community housing needs, attract additional investment, and support a strong, inclusive future for Cook County residents.
Residential Open Space Overlay (ROSO) District
The Residential Open Space Overlay (ROSO) District is a land-use framework that promotes new housing development while safeguarding Cook County’s natural environment and open spaces. Implemented by Cook County Land Services with support from the HRA, the ROSO District enables clustered residential development that maximizes land efficiency, lowers infrastructure expenses, and preserves significant shared open space. This model supports thoughtful growth in appropriate areas while maintaining the landscapes that are central to the county’s character.

Hamilton Habitat
Hamilton Habitat is a 501(c)3 non-profit organization that provides “affordable living” one house at a time. Their homes are built through donations and community support.
Cook County Real Estate Rund
The Cook County Real Estate Fund is a locally driven investment fund that pools capital from community members to support impactful, community-focused real estate projects.
HRA Board of Directors
Serve as a member on the HRA Board of Directors. Terms are currently staggered and at least one will come due each year until 2027.

Local housing organization Hamilton Habitat has a busy year ahead. As they wrap up their current builds, they, along with the Cook County Housing Redevelopment Authority (HRA), announced on March 3 the receipt of grant money from the Iron Range Resources and Rehabilitation Board (IRRR) for the next Hamilton Habitat homes.
Brand is in line to replace Jason Hale, the HRA’s first executive director, who resigned at the end of last year, but agreed to serve as interim director through January. That extension was in part in order to help with the search for his replacement. Brand has experience in local and state government. This has included serving as a city councilor for the City of St. Peter, Minn., where he currently lives, and serving as State Representative for District 18A in the Minnesota House of Representatives.
